Welcome to the Kansas ESF 11 website!
Emergency Support Function 11 (ESF 11) refers to the plans, people, and other resources necessary to ensure a coordinated response to disasters that could have negative impacts on Kansas resources to include agriculture (plant and animal), natural, cultural, and historical resources. This function also includes food protection and nutrition assistance, which can be thought of as natural "next layers" of the agriculture system.
Kansas agriculture and food stakeholders are currently in the process of developing an overarching “Food and Agriculture Incident Annex” that will be added to the Kansas Response Plan. This annex will describe how state agencies respond to specific incidents impacting food and agriculture. Food contamination, plant pests, and animal disease events are examples of food and agriculture “incidents” requiring a unique response with most of the authorities at the state level.
This website will be used by the various stakeholder groups to work on the annex and ensure stakeholder acceptance prior to submitting to the Adjutant General for inclusion in the Kansas Response Plan.
